History: The Child Abuse and Neglect Council, established in 1979 as Saginaw County's center for the prevention of child abuse and neglect, is a non-profit organization providing prevention, education & awareness, intervention, and advocacy programs designed to fulfill it's mission. Hours and Location Our office is located at 1311 N. Michigan Avenue, Saginaw, MI 48602 and is open from 8 a.m. - 5 p.m. Monday through Friday. Mission: "We are building a community where children are free from abuse and neglect." Vision: "We are a strong, integrated system providing innovative programs and comprehensive services affecting generations to come."
